HS Code Classification Guide

Understanding the Harmonized System (HS) — the universal language of international trade.

What Is the HS?

The Harmonized System is a standardized system of names and numbers to classify traded products. Maintained by the World Customs Organization (WCO), it's used by over 200 countries.

Structure

HS codes follow a hierarchical structure:

International vs National

The first 6 digits are standardized worldwide. Every country that uses the HS uses the same 6-digit codes.

Countries then add their own digits for national tariff purposes:

How to Classify Goods

  1. Identify the product — What is it made of? What is its function?
  2. Find the chapter — Browse the 97 chapters for the best match
  3. Find the heading — Within the chapter, find the 4-digit heading
  4. Find the subheading — The 6-digit subheading narrows the classification
  5. Find the national code — The remaining digits for the destination country

General Rules of Interpretation (GRI)

The WCO provides 6 rules for resolving classification ambiguity:

  1. GRI 1 — Classification is determined by the section/chapter/heading text
  2. GRI 2(a) — Incomplete or unfinished articles classified as complete if they have the essential character
  3. GRI 2(b) — Mixtures and combinations classified by the material/component that gives essential character
  4. GRI 3 — When two or more headings apply, use the most specific
  5. GRI 4 — Classify by the heading for the most similar goods
  6. GRI 5 — Cases, containers, packing materials follow the goods they contain
  7. GRI 6 — Apply the same rules at the subheading level

Common Mistakes

  • Using the wrong number of digits for the destination country
  • Classifying by use rather than composition/form
  • Using outdated codes (HS is revised every 5 years)
  • Not considering the General Rules of Interpretation

HS Updates

The WCO revises the HS every 5 years. The current version is HS 2022. National tariff schedules are updated more frequently (quarterly for the US HTS).
