EUR.1 Movement Certificate
A certificate proving preferential origin for reduced or zero customs duties under EU free trade agreements.
What It Is
The EUR.1 movement certificate is an official document used in trade between the EU and countries with which it has preferential trade agreements (e.g., EFTA, Mediterranean countries, South Korea, Japan under certain provisions). It certifies that goods originate in the EU (or the partner country) and therefore qualify for reduced or zero import duties.
The EUR.1 replaces the need to pay full MFN (Most Favoured Nation) tariff rates when trading between agreement partners.
When It's Required
- EU exports to FTA partner countries — When the importer wants to claim preferential duty rates
- Imports into the EU from FTA partners — When EU importers claim reduced duties
- Value threshold — Required when shipment value exceeds EUR 6,000 (below this, an origin declaration on the invoice may suffice)
- Not required — For trade between EU member states (single market) or with countries that have no FTA with the EU

Klervex Validation
Klervex validates that:
- Origin country is an EU member state or recognized FTA partner
- Destination country has a preferential trade agreement with the origin country
- HS codes are present and valid
- Origin criteria are specified
- Invoice reference is provided
