Phytosanitary Certificate

An official certificate attesting that plant products meet the phytosanitary requirements of the importing country.

What It Is

A phytosanitary certificate is issued by the national plant protection organization (NPPO) of the exporting country to certify that plant products, including fruits, vegetables, grains, seeds, timber, and other agricultural commodities, have been inspected and are free from quarantine pests and diseases. It follows the model certificate defined by the International Plant Protection Convention (IPPC).

When It's Required

  • Plant and plant products — Required for most exports of agricultural commodities, seeds, timber, and cut flowers
  • Country-specific — Each importing country maintains a list of regulated products requiring phytosanitary certification
  • Re-export — A re-export phytosanitary certificate is required when goods are re-exported from an intermediate country
  • Processed products — Generally not required for fully processed products (e.g., canned goods), but rules vary by country

Klervex Validation

Klervex validates that:

  • Origin and destination countries are present
  • Product descriptions include botanical names where required
  • Treatment details are provided when the importing country mandates specific treatments
  • Inspection date is recent (within the validity window, typically 14-60 days)
  • NPPO details and authorized officer information are present
